Launching State
Launching State refers to the country or organization responsible for launching a spacecraft or satellite into orbit. This includes all aspects of the launch process, from designing and building the launch vehicle to preparing the payload for launch and conducting the actual launch operation. The Launching State is also responsible for ensuring compliance with international space law and regulations, including obtaining necessary licenses and permits, and for managing the space debris generated by the launch. In addition, the Launching State may be responsible for tracking and communicating with the spacecraft or satellite after launch, and for conducting any necessary maintenance or repairs during its operational lifetime.
